Background
The Beijing 2022 Olympic Winter Games, held from February 4 to 20, marked a historic milestone as Beijing became the first city to host both the Summer and Winter Olympics. Despite the challenges posed by the COVID-19 pandemic and strict public health protocols, the Games proceeded successfully, with security playing a central role in their smooth execution.
The General Armed Police Corps (GAPC) of Hebei Province was entrusted with safeguarding the event across multiple venues. Given the complexity, sensitivity, and scale of the operation, GAPC required a modern communication solution to ensure reliable, secure, and efficient coordination among multiple agencies.

Customer Demand
To meet the demands of Olympic-level operations, GAPC sought a Push-to-Talk over Cellular (PTToC) system that could deliver:
Full Coverage: Seamless communication across indoor, outdoor, and underground Olympic zones
High Privacy & Security: On-premise deployment and encrypted communications to protect sensitive information
Intercommunication: Smooth collaboration between diverse departments such as police, emergency medical teams, and firefighting units
Multimedia Services: Real-time video and image sharing to enhance situational awareness during emergencies

Solution

POCSTARS designed and deployed a secure, interoperable, and resilient PTToC communications platform tailored to GAPC’s Olympic requirements:
Full-Coverage Network: Utilizing existing 3G, 4G, and Wi-Fi networks to ensure uninterrupted connectivity across all competition zones
On-Premise Deployment with AES-256 Encryption: The system was hosted locally for enhanced privacy and security, using AES-256 end-to-end encryption to safeguard communication
Intercommunication Gateway: A customized gateway enabled seamless collaboration between the traditional PMR network and the PTToC system, supporting real-time coordination between multiple agencies
Multimedia Communication: Enabled video calls, image sharing, and video messages for enhanced real-time decision-making and rapid emergency response

Benefits & Customer Value

Secure Multi-Agency Collaboration
The intercommunication gateway ensured interoperability across PMR and PTToC systems, streamlining coordination between law enforcement, medical, and fire departments.

Reduced CAPEX & OPEX
By utilizing existing 3G/4G/Wi-Fi networks, the system eliminates the need for additional infrastructure investment. Online service-based operation and maintenance further reduce costs.

Enhanced Multimedia Capability
Integrated video and image communications allowed for faster assessments and more informed decision-making in real-time scenarios.

High Privacy and Data Protection
On-premise hosting and AES-256 encryption ensured that all communications remained secure and confidential, meeting the stringent demands of a global event.
